I would go further and reshape the entirety of the British Isles:

The Smoggies and Geordies become part of an extended Scotland because they're an embarrassment to the country. Hadrian's Wall is rebuilt by Polish contractors about 80 miles lower down
The West Midlands, North Wales, and the rest of Northern England become the United Peasant Fiefdoms (Wales lose the North because no-one cares about that area anyway, Wales is just Cardiff and Swansea really)
The Southern counties and East Anglia become True England and have industrial and economic control over the UPF but are not responsible for the smell
Ireland in its entirety is cast into the sea to solve all of its problems. Any survivors can live in Liverpool since no-one understands what people are saying there anyway

No, i'm very much a believer in a unitary rather than federalised state.

England has historically been a unitary state and remains so today, so was Britain unless the moron Blair chopped it up with devolution. If anything i'd like to see devolution reversed in Northern Ireland, Scotland and Wales and Britannia ruled from Westminster.
