Chav IMO is Burbury cap wearing, ciggarette smoking, cider drinking on street corners. ASBO's, Bullies, Terrorisors to the elderly. And yes, Black Chavs do exist.

I'm unsure about black chavs, even if they wear the same thing as you described people don't really call them chavs (well people I know)

my definition of chav would be;

a deluded state of mind where the only thing important to you is speaking like a prat, being a sheep and following the latest in filthy chavvy trends, chasing beaten ***** and not thinking about your future, your actions or their concequences on yourself or other people

I didn't have an opinion before I read the wikipedia. So it is now my opinion.
However, asking someone in my house - a chav around here is someone who wears a lot of cheap jewelry and gold, silver and so forth

I don't think there's a criteria, but you can identify one when you see one. They can have many similar traits to anyone else, but they act differently to them. Most the time though I think that they're just people who don't really consider their future and so do whatever they want whenever they want without caring about other people.
