They could do but Santa flies VFR so he would fly between VRP (visual reference points), in this case, the chimneys. He flies VFR (visual flight rules) so would only require ATC to provide traffic information and separation requirements :)

Although they don't plan his route, I'm sure they help him out as much as possible hehe :D

The democratic people's republic of korea has a 70 year old air force and very unreliable missiles. I would be more afraid of Kabul than pyongyang.
