Devolution: Should an English parliament be created?

Following the devolution process in Scotland, Wales and Northern Ireland over the past decade, the only constituent country within the United Kingom that has been with devolution has been England. For much of Britain today in 2014, decision making on many health/welfare and education services is decided in Edinbugh, Cardiff and Belfast.... apart from those matters which relate to England which are decided in the Westminster (British) parliament in London.

Suggestions to solve this 'gap' (mainly due to Scottish and Wales MPs who are mainly Labour having a say over English matters and not vice versa) range from the creation of an English parliament, to regional parliaments across England to simply having English MP-only voting taking place within the existing Westminster parliament for English-only matters. With the Scottish independence referendum taking place in September of this year, anymore powers going to Holyrod will likely break the existing settlement on devolution and increase demands for an English settlement in regards to devolution to finally be made.

I'd rather see devolution scrapped but by the way things are going, it probably is time for an English parliament. Also merging the member of the more "local" assembly/parliament with their MP would be a good idea so 2 people aren't paid for essentially the same job.
