Yes but hxss isn't for department bonding, it's for everyone to get together and have a good time. :P The main reason the team leader position exists is to allow people into the team groups, so it wouldn't make any difference really.

It's for all Habbox members and staff - its a chance for the staff and members to compete side-by-side (and against each other as well). You'll meet a lot of new people and make friends on your team...and in special cases across teams :P There are a lot of different ways to win points including Habbo events, forum competitions, quizzes, etc. You can get a quick primer from The Box (http://habbox.com/#!/thebox). I'm sure a lot more information will be posted soon as well :)

Yeah they are, I remember last year it was called unfair for a fair few reasons - one being all the events department were on one team. As Help Desk and Events had the highest after HxL before I went away they were split. Should be exciting though :D.
