it's measured in pixels from the true point. I've been getting about 2 on some of them, but the convergence one is horrid :l

The lower the accuracy the better you've done. The number given to accuracy is essentially the margin of error. So 0 accuracy means you got everything spot on.

Originally I had it in mind that everyone must get a descending score in order for the VIP. So it would go 8.86 -> 8.53 -> 7.86 etc.

But considering the difficulty I will change it to this.

8.86 -> 9.99 won't get you the VIP, since you didn't beat the target.
