The Capitol are focusing all their resources on getting the "major players" out of the war. It would be a striking blow to the rebellion to lose such huge assets. Wars in ancient times were often about deception and tricking the enemy. We need decoys to fool the Capitol into thinking that the major players are in a different place to where they actually are. It'll really confuse them and mess up their collection of data and intelligence.
For this training exercise, I'd like you to dress up on Habbo as a character from any of the movies and post it below with what character you are! Good luck!
