He's on about stat spy. It was rarely ever used though, only used back in the day for corp mass to make sure everyone was potted.

did you miss the screenshot of the description? you can set a 'personal message' kinda like a status on fb lol

idk if it's removed, but it was heavily abused on day of release and people got the ability to edit it removed lol
