After a small Google search it seems to be a problem on iOS 9 Beta - http://forum.vodafone.co.uk/t5/Pay-monthly-products-services/Vodafone-iPhone-App-not-working-iOS-9-Public-Beta/td-p/2417731

I would assume it will be fixed when iOS 9 is out of beta.
