The clothing seems to have lots of colours used. This either suggests you are shrinking an image down (which seems unlikely) or just using a brush. You shouldn't really be using brushes in pixel art.

I would recommend you lighten the skin and hair slightly and the facial shape.

I'm not sure what you mean by a brush?
I Make all my alterations/Pixel Artwork on good o'l paint haha, I do use a lot of colours, When i was making it It looked crappy with so i dotted in every pixel until It landed up like this

Ah right, well you shouldn't really be doing that with pixel art. You would be far better off learning to use a smaller amount of colours more effectively. The dress for Elsa would only really need around 4-6. Had a little go at it to try and show you what I mean as I'm bad with explaining:

I think in this I use 5. It's not perfect by any means, but hopefully it gives some kind of idea on how you can improve. Note I only touch the dress and nothing else :P
I look forward to seeing more in future.

Hey! I love this! Not finding what you wanted,
you did went there and created you own Elsa without using ANY references! (besides the original Elsa , of course!
First of all, congratulations by your attitude. It's such a challenge.
I'll let you know, the hair colour choices is your strong point . They have a varied contrast but when we see it in the original size, is not inharmonious as many fan Pixel Arts usually are.
The lines in dark blue on the underside, which provide a shading idea, it may be TOO dark. I recommend you to go to the eyedropper tool to pick the dress original color and decline only a little bit of its brightness, then use it to replace the dark lines.
A tip for your future outfit is to paste a Habbo floor tile underneath the model to achieve the perfect perspective of clothing. When we make an outfit in freestyle, just for fun, without major goals , that's not exactly a problem, but if you want to start creating clothes that have compatibility with the game, some symmetry is needed!
Congratulations!
