VIP's only I believe.

If you want to change it to have HTML in then you'd need to be VIP. However, Donators can edit their usertitle without using HTML, some information about it can be found here: https://www.habboxforum.com/faq.php?faq=new_faq_item1#faq_donator I think you go on your profile page or general settings to do it.
