There are several police boats searching the Thames - people on the bridge who were with other people are now unable to find them

Problem is anyone could decide to get in a car and crash into people. I'd say this is obviously a terrorist incident but it could of been planned on the day and no one would have known it would happen.

Sky News (I think, following a lot of news sources atm) said a witness saw a man armed with a large knife stab a woman in a Mexican restaurant and four more men outside - also slitting throats

Mark White says he has been told that one of the attackers was carrying a machete. It is not known if the attacker is the same one as one of the Sky News cameramen Pete Milnes has been made aware of who was seen carrying a "foot long knife" into the Al Pasto restaurant before customers threw tables, chairs and bottles as they tried to fend off the attacker. It is understood a woman was injured by the knife in or around the restaurant

Neal Tate told reporters he saw two or three people arrested.

He said he was walking around the back of Guy's Hospital when he saw police cordons closing the streets off.

He said: "I found myself in an alleyway trying to get through to Borough High Street and then I found myself behind a civilian car with loads of police vans there.

"Suddenly there was an arrest being made - two, maybe three guys being pushed up against the shutters of a shop.

"The police were shouting at them and they were being very compliant.

"The police to me looked like regular riot police. They didn't seem like the armed tactical group."

Mr Tate, from west London, said the three men were detained by a "massive group" of around 20 police officers.

They were slender, dressed in black and had dark hair, he added.

He said he was not sure whether the men were armed, saying: "I didn't see anything like that. I guess at that point maybe it seemed like the arrest procedure, if they had any weaponry or things like that there was no 'deweaponising' or anything going on".

Mr Tate described the pair as "youthful males, maybe in their mid-20s, in black hoodies, sportswear maybe".

Intelligence officers have identified 23,000 jihadist extremists living in Britain as potential terrorist attackers, it emerged yesterday.

The scale of the challenge facing the police and security services was disclosed by Whitehall sources after criticism that multiple opportunities to stop the Manchester bomber had been missed.

About 3,000 people from the total group are judged to pose a threat and are under investigation or active monitoring in 500 operations being run by police and intelligence services. The 20,000 others have featured in previous inquiries and are categorised as posing a “residual risk”.

The two terrorists who have struck in Britain this year — Salman Abedi, the Manchester bomber, and Khalid Masood, the Westminster killer — were in the pool of “former subjects of interest” and no longer under investigation.
