I have members and posts on a PhpBB, is there anyway I can change and tranfer them into a Vbulletin? Forum.

No, there isn't unless you were an extremely good php and mysql coder. Seriously, I MEAN EXTREME.

From your vbulletin members area you need to "download impex" it is an importer system that will import from tables and reconfiger the database including data from MySql for use in vbulletin.
