Interesting that Youtube has managed to scare so many people into opposing an article of proposed law wherein the ONLY change is that the host platform has to take responsibility for its content... like it already ought to. Nowhere in article 13 does it mention that proof of ownership of all soundbites and images must be shown by a creator. You ALREADY should have a proper license to upload cover songs you've done, and fair use clauses already allow for short clips and images - none of this is changing. The article doesn't say anything about forcing people to block all videos, Youtube are saying that because it's the easy option for them.

There is no change to fair use policy, no change to licensing, no change to anything that is genuinely "creative". You're not allowed to upload an entire song or video that someone else has done, but that's not a creative venture and is already a no-go anyway.
