When i go to User & Groups --> User title/Ranks --> and go to upload a pip what format does it have to be in i try with .png and it says failed why?? is there a limit size or certain format?

It must be any of the following:
.gif
.jpg

I think you may be able to use .png

Then try using a different format, .png must not work then.
