Rich.Boy is correct, Its the career reward for the paranormal career track, +rep richy ^_^

to get the rewards (and more) easier press shift Ctrl and C to open the cheats menu and enter

boolprop testingcheatsenabled true

Doing this will open the debug menu :D if u enter it in create-a-sim press shift and n to acess NPC character clothes.

When In a sims home hold shift and click on objects too fool around.
Shift and click the newspaper and select career rewards and choose paranormal. ;)
