Static Background and scrolling text

I need to make an iframe in which needs to fit in with the page background, so i need to keep the one image in exactly the same place in the background of the iframe. But i want the text to scroll ithout the background. can someone tell me how. I might try ILayers, but I want to do it with IFrames, but I need te iframe to have the text scrolling and the background static

Is it done in DHTML by any chance?

Can someone explain and/or tel me how? Thanks
