He doesn't give laws..it's CRAFTERS that want to get to lvl 99 crafting so they can make double nats etc. and they want fast xp..they wear zammy robes and you trade them 27 unnoted ess and they give you 27 laws and 27 noted ess.

if i give 200 ess they give 200 laws?

Omg no don't you use logic? they can't just make 200 laws in one run..you keep running and trading them till you get as many laws as you wish.
