I believe the canadian/american term is 'gangster'.
I found a definition I like on urban dictionary : 'Chav - sub species of human'
Chav = Council Housed and Violent.
Basically it's a culture in the UK, where people go around starting on people, drink cider and are generally poor and where fake clothes.
Don't confuse these with townies. Townies may dress like chavs but they act completely different.

A chav is someone that goes up your local town centre wearing traky bottoms , a nice silva watch , pearced ears , a basball cap , and maybe a bti of burbery
