If i remember correctly its south part of Karamja, you have to go east from Karamja and then south.

The Island you go to ? for that pirate quest ? lol sry i dnt know my way xD

they're in the green cicrle :) and you go to port sarim on ship and pay 30gp and you're on karamja then you go west to brimhaven or whatever it is then just south to the village.
