You can get onto it through the competition forum and wrong section.
The competitions area has been divided so teams participating in the "Tournament" haev there own special area.
The bit you highlighted is where the comps manager announces who's Donated prizes for the competitions
And yeah, i think the navigation bar has strecthed to scale the bottom of a page now.
Theres also a leaving sub forum whiuch I never noticed.
