All "online cities and chat" fail when they realise the true amount of capital they need to start the actual business/company up and the costs of programmers/staff/moderators/servers/ the rest of it.
The only sites I can think of that are making a certain impact are

www.fusion-city.com have made the largest impact.
www.jabbatown.com (my baby :P) has a fully functional BETA, but we havent had many updates as of yet due to, well reasons i cannot disclose
www.solace-city.com is a chat i expect to do incredibly well.
there are others, but to be honest, they're the only ones i see doing majorly well at the moment.
