Yes i've complained. Do these go unnoticed or does anything happen? Probably not depending on the circumstances...
But what do you actually do?
I know ALOT of people have complained about a certain member of staff (not mentioning any names) but what'll happen?
They would be PM'd to see what the situation was and it should be dealt with.
