Need A Good Layout. Paying Paypal.

I need a good layout for my site hablaughfm.co.uk. The layout needs too be coded and looks good.

The main things it needs are :-

Colour
User System Box ( Where you can login )
Radio Stats
Navigation
Main Content quite big pls.
Latest News.
Online Users
