TECHNICALLY, you are only supposed to have 1.3 if you got it from the IPB website when they were giving away 1.3. But that's only because they want you to buy 2.1. You won't get in trouble for a 1.3. :P
I emailed IPB off and they said they don't offer it anymore due to security issues.
