You can do that on Paint Shop Pro X with a script.

Enlarge --> Run Script --> Host --> Post.

Considering there is so much specualation you should Provide a WIP.
Now im not familiar with what Sephiroth said but if you zoom in you can see kind of where MS paint brushes have been used.
Needs more shading and probably to be tidied up more.

Theirs a simular tool on iaza.com [paint (oils)] tool which does something nearly the same. But i dont think so i just tried it, i THINK you've took a screenie of your habbo and just used paint brushes over the original pixels. WD anyway..
