There have been a few clue's and Hints that the Black Dragon is going to be released.

Im guessing it won't just yet, But then again with dragons they always are released occasionally now. It's a possibility :P
I thought it was meant to be Security Gate coming out at the end of the quest? If they have the Black Dragon as well that'll be quite a bit of new trading soon.
I believe they release every rare they show...
If you see a new rare in someone's room, it is likely to be released soon.
