making a game help

People on my forum have been saying that they would like a game,

Game:

have to earn money by winning races the make your car better, There could be body shops and spay places. A bit like Need For Speed Underground 2

But i dont really no how to make this, i have got a game making software and im still playing round with it, but i was wondering if any 1 new a good program to use or could make 1 / start it off and i will pay furni for it
