Lowest Level With Quest Cape?

Lol i actully just bought something off a kid with quest cape and he only lvl 79

i saw a lvl 76 mod with 1

I saw a lvl 75 with one. He was mean and stuck up :[.

i saw a level 72 with one cant remember the name though....

Lowest level ive seen is a 75 =) so max is beating me
