Looks like the Khazari Jungle south of Karamja. I think you access it in a certain part of Legends ?
After waiting about 10 minutes for the picture to load I can tell you that you need to have started Legends quest to get there.
Take a boat from Ardouge (Not sure on spelling) To Brimhaven, head south from where your ship reaches port.
You will find some trees with foresters near them that you can not pass (unless you have started legends)
