ruck sacks?

I notice some people are running around with rucksacks on, are these for more inventory or purely decorational or for some other reason?

From a quest they do nothing

And it collects steel arrows i think when ranging so you dont have to pick up.

It's from the Animal Magnetism quest and they do actually do something. :l
If you have the Accumulator back pack and above 50 range, it will collect you steel arrows. If your range is below 50, it will collect you iron arrows.

Rang and bone man quest part 2.

Look at the list of bones he wants, it is hung up on the outside of his hut :)

You need to get them all then speak to him, and he will reward you with a backpack,
