Is my friend to clingy?

My friend never leaves me alone ;l He always wants to sit next to me in class which I don't mind but he always like gets to close than I'm comfortable with. He always moves his hand up and down my arm and seems very 'touchy feely' . He's got a Girlfriend so I'm a bit confused about it to be honest I'm not sure how to approch the situation is he just a clingy friend or is it deeper than that whats your opinion?...

Is he just messing around when he touches your arm?

Just ask him. I think not, considering he has a girlfriend. Maybe he's playing around with you :P
