New Poll: Should Members under Silver be able to -Rep?

Sorry, I messed the last one up with the confusing title. Not many Mods on to alter it so I think best to start again.

i suppose it would be better as you get the random people -repping for no reason.

yes any1 should be allowed to -rep

but yeah;
"no. -rep shouldn't be disabled for anybody, everybody has the honest right to disagree with somebody's opinion.
i said my main piece in the other thread, but basically if you don't earn -rep, you won't have to complain when you get it? comprende?"

I have edited the poll slightly, I hope thats ok :).

Everyone should be able to -rep. What if people only post in spam forum and there posts dont increase? Therefore it might be longer for them to get silver stars?
