on habbo basically every room will allow swearing but in hxhd you say 1 word and your kicked/banned from the room

Yes but one of the excuses has been "we're a Habbo fansite and Habbo don't allow it, so we won't..."

would habbox be able to do something so ppl can choose if they want a filter or not
