Are you using ftp or cpanel?

Well, In Internet Explorer You can CHMOD ;)
Type in the address box...
"ftp.WAHTEVER.com"
The Press "File" > Login
Type in your ftp details and find the files/folder you wish to CHMOD, Right click and press Properties Change the value to "777"/Tick all boxes
it says host name or address could not be resloved
Your FTP is down then. Try later.
