If you ask me, just seems a little dated.
I would expect to see that sort of template maybe 2-4 years ago.

Needs a better defined logo area and a better defined color set would be my main critsisms. The logo looks like its just a few images plastered on to the top of the main layout. The white notepad sits quite well with the color skeme, as do the controls added on to it.

Looks like a C&P job, and the theme doesn't fit in with modern day layouts.
Fiddle around with it and sort out nicer colours and you'd get somewhere. :)
It's about ur feel of style i think it isnt too bad but the stickies part is something not everyone is going to like
