Already posted this in the console gaming section.
When your entering a city or town theres normally some stalls outside the gates, I used to get them off the stalls.

You can also buy them from some of the shops in the thief guilds, while exploring the world you'll come across alot, you'll be better of doing the quest I mentioned in the other thread since that lockpick never breaks so you can use it over and over again
Do the deadric shrine which gives you the skeleton key, or check the UESP Wiki.
