I don't think you can buy pets online..
why cant you just go out and buy one? then you get to look at it and stuff. makes sense :S

perhaps trade-it - they have animals listed sometimes.
or go re-home a dog.
if your buying from a shop/person always ask to see the mother, if your re-homing from the dog pound then obviously this wouldn't be possible but it would be from the RSPCA so they will be correctly vaccinated and stuff.
look in the paper?
