Would a rep comment stating ":/" be classed as pointless?

Yes lol. It's a emoticon. It's as good as no comment.

Actually it's worth more than no comment. The ':/' could relate to something in the post it relates to. It could be an answer that shows how obvious (or stupid) the post was. But in the eyes of the Hx Rep Rules, it is pointless I guess lol
