A simple forum type thing

Not sure if I could get this done free or not, basically I want a login system when you login you can see some "thread" titles, if you click one of these you can reply with your own comments.

So basically a forum, but only administrators can make "threads".

Is there any chance someone could point me in the right direction or code me one hopefully free, if not name a price and I'll see what I can do.

I'm not sure if any of you saw the old ClubHabbo homes forum before they changed so everyone can post, but I want something like that.
Basically you sign in, there's a number of titles, you can click one and comment it.

I don't understand what you want?

Like a very simple forum. no categories (so you can see all the links when you login), and only admins can make threads but everyone can reply.

Like cutenews, where people can post comments :)
