Joomla +REP!

I'm a complete noob at Joomla lmao!

1. I want to make my own template, how? & is it easy? If not, any tutorials, or someone willing to code it for free? :]
2. How can I do it so REGISTERED users can post their own articles under a section called 'movie reviews'?
