Unless you're friends of the owner, then generally no. Most want you to have a NI Number or be atleast 16.
my sister got a job in "kids korner" dunno if you know it or anything, its basically looking after kids in a play centre when she was nearly 15, so im sure you could get one.. try cafes and stuff.
I think you can get a job in a pub :P not serving but washing the dishes etc
