How hard would it be to create a simple site like http://www.pupe.jp ?

Like, a PHP coded system where you can buy clothes for a sites currency, dress up a person, etc.

[I'd be doing the graphics, but I'm just wondering about how much it'd cost/how hard it'd be.]
