Yes it is but Sony don't like people doing it.
Account sharing is bannable but w/e
Log into his account, go to PSN store, click the account thingy at the top to view downloads and download it.
yes a few of my friends have attempting and succeeded but now logging to the one who bought the maps have been blocked except for his own PS3..
