it says talk to someone but i can't find him
Use the boat inside a cave just east of Rellekka, once you've done the quest you can use the carts to get in.

Edit - You don't 'HAVE' to do the quest, you can enter and leave it by the boat at any time, but it's easier just to finish the quest.
