So these badges will be given to trainees, or temporary staff. They will most likely get less rights than the Owners of the Gold Habbo Staff badges.
It'd be quite fun to see actually.
But its badge name is US09 So maybe only for USA ??

Maybe it will be given to all staff on hotels if they work on more than one hotel across the globe. Say ione used to work for Finland and UK, so she would get the badge to show this. Just a thought :).
