Twilight at target item

Anyone know how many of these are around and how much their worth? I've never seen it before.

There arnt THAT many,
But appaerntly they are not able to be traded, as i planned to buy 1 the otherday but he couldnt trade it :(

Oh it's a shame that you can't trade them :( they look quite nice lol
