Ask Dj Cullen, he makes the most amazing jingles here at Habbox.
One way you can make jingles is to use a programme called Audacity :)

For proper Jingles no one beats http://s2blue.com, otherwise i personally use http://puretonic.co.uk, http://Jinglemasters.co.uk as well as the very popular Peter Dickson (http://www.myruddyvoice.com/)
For free software try out Audicity but if you're looking for more better and advanced software then I would suggest Adobe Audition.
