Depends on what your websites intended purpose is.
I would just to be on the safe side, surely they should upgrade but personal choice I suppose.
Plus developing for older browsers kills some time :)
Yes, it's still a major browser (unfortunately)
It's still the majority browswer I believe, however it depends on who your key demographic is.

Do it, what's the harm in spending a couple of hours on just catering for more people to view your site, surely it's worth it to make sure more people know you're a professional and serious website?
Only 10.7% now, most English speaking countries are now below 3%. They're also all business people anyway.

Google ended support a while back, you should do. Redirect them to get google chrome or to porn instead. Trust me, you didn't want that web traffic anyway.
http://www.w3schools.com/browsers/browsers_explorer.asp shows that only 2.4% of internet users use IE6, so I'd say no.
I would recommend only going out of your way to make sure everything works in IE8 (and even that's annoying).
