Sometimes issues folks complain about aren't issues where content should be visible to everyone. Often scenarios talked about in complaints includes events retaining to specific users where by making the thread publicly accessible would only embarrass or humiliate those users further. As reasons for dismissals are not to be publicly speculated upon it is inappropriate that a conversation retaining to this very topic be allowed to remain public, at the expense of the individual whom was hacked. It comes down to certain feedback and topics being okay to be discussed publicly, and some being inappropriate to discuss publicly, and how it is only fitting that we're able to accommodate for both circumstances hence the existence of the private complaints forum.
